By this point, it has been well-established which characters in the Harry Potter canon are the ones fans are meant to be soulmates with, whether that's based on their Hogwarts house, their Zodiac signs, or other such determining traits. However, there are many different factions within this Wizarding world and soulmates can be found within any of them!
One such faction is the group of Muggles (non-magical people) in the Harry Potter universe! This ranges from main characters in the Fantastic Beasts prequel series, non-believers in Harry Potter's life, and notable figures in the history of the stories. Whichever Zodiac sign applies, there's a Muggle in the Harry Potter universe to match the soulmate nature of the pursuit.
12 Aries: Mrs. Cole
Before Tom Riddle came to Hogwarts (and set on the path to become Voldemort), he was brought up in an orphanage that was run by Mrs. Cole. Like most fictional orphanage proprietors, Mrs. Cole was not as kindly as her line of work should have indicated.
Instead, she was endlessly skeptical and quick to distrust anyone who stopped by, including Dumbledore. Her rash decision making poses her as a perfect match for an Aries, though!
11 Taurus: Vernon Dursley
One of the most famous Muggles in the franchise is, of course, Vernon Dursley, the uncle of Harry and de facto "caretaker." He's hardly caring of Harry, though, and spends most of his time abusing the boy wizard.
This kind of person might seem impossible to match as a soulmate, but he does have a great number of Taurus qualities. Ceaselessly stubborn and endlessly frustrating, Vernon is no role model. He's just one half of a solid pair for those born under the Taurus sign.
10 Gemini: The Muggle Prime Minister
To keep the story timeless, the Muggle Prime Minister is only ever referred to as such. It's vague enough to be applicable across years, but still specific enough to indicate a small bridge between the magical and Muggle worlds.
The prime minister introduced to Potter fans in the books, though, is one who makes a perfect soulmate for Geminis. He does his best to be kind to the Minister of Magic, but is also keen to express his feelings. The sense of curiosity he has is also deeply shared by Geminis.
9 Cancer: Frank Bryce
Frank Bryce is a Muggle character who deserved better. As the groundskeeper of the old Riddle home, Frank hardly knew what sort of dark magic he was directly adjacent to. He just wanted to do his job.
Tragically, this resulted in his getting killed. But when Frank was alive, he'd be an apt soulmate for Cancers because of his need to care for people and things, as well as protect him. Frank was a good egg.
8 Leo: Mr. Mason
Mr. Mason is a Muggle character who is not exceptionally well-known to readers and watchers. His role is limited to being the Muggle a cake is dropped on top of at the outset of Chamber of Secrets.
What is known about Mr. Mason is that he is confident in himself. He knows what he wants and he refuses to allow anyone to get away with shenanigans against him (including the Dursleys). This sense of self would be in perfect alignment with Leos, who like to know a person deeply when they're with them.
7 Virgo: Petunia Dursley
Returning to the Dursley clan, Petunia Dursley, the aunt of Harry and the sister of Lily, is a soulmate for the Virgos of the world. She is extremely practical and sees the world in an analytical lens.
After all, in a world of unbelievable magic, those who are skeptical and rational would need to find a Muggle soulmate bearing the same qualities. Petunia is the crowning example of this fluctuating resentment.
6 Libra: Mr. Granger
Mr. Granger, the father of Hermione, is a character who fans know fleeting little about, save for what is described by the brightest witch of her age herself. However, he is shown to be a good father who prioritizes safety in tandem with good memories.
Likewise, Hermione learns this balance herself from her father. This sense of grace and stern fair-mindedness is said to be within Mr. Granger and it's these Libra-esque qualities that make him the soulmate for that particular sign.
5 Scorpio: Aunt Marge
Like her younger brother, Vernon Dursley, Aunt Marge is an exceedingly stubborn character. She always assumes she knows better than others and is downright cruel to those she views as being beneath her.
Fortunately, for her, there's a match for every type of person in the world. Those born in the Scorpio sign will have the best chance of breaching Aunt Marge's despicable demeanor. Stubborn suits stubborn after all.
4 Sagittarius: Jacob Kowalski
Moving away from the main Harry Potter arc for a moment, Jacob Kowalski was one of the breakout characters of 2016's Fantastic Beasts and Where to Find Them. A banker who ends up involved with Newt's adventures, Jacob is a match for those born in the Sagittarius sign.
He has a strong moral code and a surprising sense of courage, but he also has a jovial, sweet, and funny demeanor. This sense of kindness will be what a Sagittarius loves most.
3 Capricorn: King's Cross Guard
This may seem like a fairly inconsequential Muggle character, but the security guard at King's Cross Station is one who is probably very well-tied to the Wizarding world. Even if he doesn't know it.

2 Aquarius: Tom Riddle, Sr.
While Tom Riddle, Sr. might not have been as cruel as his son, he is still an uncompromising figure who is prone to being stern, duplicitous, and occasionally unfeeling.
Granted, these traits are recollected by Voldemort, who is not the most trustworthy sense. But what readers do know about the Riddle patriarch makes him a soulmate for Aquarius figures, who are similarly unyielding.
1 Pisces: Mrs. Granger
Lastly, the other half of Hermione's parentage falls in line with the Pisces sign. Those born under Pisces are empathetic and wise figures. According to Hermione, these qualities within her come from her mother.
While Mrs. Granger is a solid match for the Pisces of the world, the concept of a soulmate is not always guaranteed. Though, it is sweet to see that magic can exist for Muggles, too.
