Unlike the heroes, fantasy villains are often cruel, violent, unkind — basically all the most awful personality traits exhibited by humanity are gathered and dumped into these characters, making them a representation of everything the audience despises (even if it's in themselves).
These characters are rarely sympathetic, because their motives often conflict with basic decency; thankfully, however, they are set to fall before the might of the hero, whether moral or otherwise, showing the world that good still triumphs over evil. As such, it might be difficult to consider them as possible soulmates, because who would want to be in a relationship with such terrible people? Still, for those who do, a Zodiac-themed soulmate alliance should do the trick.
12 Aries - Lord Farquaad
It takes someone belonging to this sign to manage the infinite whims and fancies of Lord Farquaad, not to mention his constant disapproval of every little thing he seems to find fault with.
An Arian could whip him into shape (metaphorically speaking), as their innate emotional durability is well suited to take on the reams of abuse that they are likely to receive from this particular soulmate.
11 Taurus - Sauron
It's nearly impossible to imagine the gigantic red-hot eye perched atop its tower of terror to be in a relationship with someone, but Sauron was a Maia once, and could take human shapes if he wanted to.
The Taurus is likely the only zodiac sign not to fall in his bad graces instantly, given their eternal patience and limitless generosity. Also, these two certainly have the materialistic thing going for them.
10 Gemini - Hades
Hades is so horribly set in his ways that he would require someone like a Gemini — conformable, resilient, relaxed — to even be a valid option.
It's clear that the God of the Underworld gets bored very easily, so keeping him interested is going to be a Herculean task; something a Geminian could surely handle, though. The only possible conflict might occur when each of them decides they want to be the "belle of the ball", so to speak.
9 Cancer - Maleficent
Maleficent's aura is brooding and evil, perhaps, but its most obvious feature is its overwhelming intensity. Therefore, it falls to the Cancer sign and its gentle clairvoyance to navigate the darkness that lies within her mind (and heart.)
Is it probable that Maleficent would ever fall in love? No, but if anyone succeeds, it has to be the Cancerian's abiding sense of determination and ramrod focus with which they live their lives.
8 Leo - Daenerys Targaryen
Considering that the Leo and Daenerys are equally desirous of basking in the limelight, it seems like an odd match, doesn't it? And yet, it is exactly the confident personality and ability to engender a universal appreciation that will assist in making these two soulmates work out any potential kinks.
One could argue that, in essence, their similar tendencies would work as a counter-measure against the behavioral excesses of the other person. Daenerys has to take the first step, though.
7 Virgo - Voldemort
Voldemort needs a Virgo in his life — that is, if he ever decides to share it with someone, and open up to actually trust people. This star sign is blessed with a pervading sense of perfectionism, which means that they refuse to choose below their stature.
Knowing this, Voldemort would be most pleased that someone had willingly dedicated their life to him, which increases the chances of a romance (at least in theory.)
6 Libra - Imhotep
Imhotep, or the Mummy, is a force of concentrated evil, having spent several millennia languishing within a sarcophagus, waiting for the day he can wreak his revenge on the world.
All the doom and gloom aside, a Libran is going to be the ideal choice for this man/monster, given how astonishingly faithful they can be. Imhotep should have someone like this rather than the insincere love shown for him by Anck-Su-Namun.
5 Scorpio - Jafar
Jafar is a man of his own means: his backstory is unclear, but it's reasonable to assume that he clawed his way into power over many years, only to have his dream snatched away from him by an upstart "street rat".
None of this rationalizes Jafar's actions, of course, except that his history of struggle would merely enchant the Scorpio, considering that this zodiac comprehends the importance of competition and mental fortitude.
4 Sagittarius - Smaug
The Sagittarius sign rarely prefers to wade in emotional water, which is basically why they would make an excellent partner for Smaug. The dragon wants nothing more than to sleep for an eternity on his hoard of priceless treasure, which embodies a certain kind of honesty (to himself, if to nobody else.)
Those born under this constellation will weigh all the options, deliberate each pro and con before going ahead with anything, which is essential in this scenario if they don't want to be vaporized.
3 Capricorn - Ms Trunchbull
As dominating as Ms Trunchbull is, she does have a multitude of issues with anxiety and paranoia, all of which can be theoretically remedied by matching her with a Capricorn.
A slightly unfair burden for this sign to bear, but it is their ambition, assiduity, and perennial compassion and empathy that has any likelihood of getting through this character's literally thick skull. Then again, she might try throwing them out the window, but that's a gamble they'd be willing to take.
2 Aquarius - Dolores Umbridge
It's terribly difficult to justify an emotional argument as to why Dolores Umbridge even deserves a soulmate, suffice it to say (to summarize Dumbledore), that love is a magic that is freely available to all.
In any case, the Aquarius sign, being so progressive and non-bigoted, has the open mind necessary to see past Umbridge's endless array of faults, from her blatant disregard for child welfare to her shameless participation in "magical cleansing".
1 Pisces - Lo Pan
The ancient demonic entity known as Lo Pan searches for one thing: a woman with green eyes, whom he must marry in order to obtain his "transcendental state".
Although a Piscean isn't necessarily going to exhibit this physical trait, they can at least understand the extent of his suffering (centuries of existence trapped in a decaying body). This should, in the absence of an actual curse-breaker, be sufficient to provide the wizard some pleasant company. That is, if they want to.
